    They do occupy both hand slots, though.

    As I said in the other discussion, I assume it's partly about the animations. Wands and staves are carried differently, and need different unsheathe motions.

    Wands would look pretty silly carried on your back like a staff.

    Hah, I did think of... well, not that one, but the Abanian/Fae gun that's also quite short.
