Its prerequisite may have been tied to the cooldown of a different skill, but it objectively was used per 30 seconds in optimal play; as if merely used on (RoW's) cooldown.
It is more than every 30s because every PB window gave an extra one so you could perform 2 during a PB window. But for simplicity's sake I went with what you said. Regardless, i'm not sure what your point is, it still had conditions which needed to be met, it just so happened that since Sigma most fights turned into dummy fights. I agree that it was used on CD in theory and while yes most fights in savage were dummy fights (not ultimate though) it enabled the TK rotation, but it doesnt detract away from the fact that using TK outside of those prerequsites still resulted in being a DPS loss. For every fire tackle used in place of wind tackle on the logs will mean that TK wasn't used. So unless the fights were true dummy fights with no jumps then the TK rotation did not have 100% uptime and was still situational. I.e in Seiryu extreme where there was constant knockbacks and tackles needed to be saved.
