Again, every top handful of Monk parses for every Savage fight used it as a consistent element of rotation, with only one or two skipped potential uses during the entirety of their uptime. Every. Single. One. How is that "situational"? Are we going to say also that Snap Punch was situational because it didn't have 100% uptime over jumps? How much are you going to stretch this?

Having conditions and being a part of macrorotation are not mutually exclusive. Refulgent Arrow has conditions. The Forbidden Chakra has conditions. Geirskogul has conditions for best use. Midare Setsugekka has conditions, for both best use and any use at all. Yet they are all considered rotational components.

Heck, even pre-buff Hagakure, a huge trap in itself, was considered a necessary part of optimal rotation, used to sheer one Sen per minute to sync Tsubame-Gaeshi because the loss taken on Hagakure itself was a net gain for the rotation to the point that the job felt like complete clunk if you didn't use it.

Tornado Kick was not something you hit as soon as it, itself, was ready, true. But, it was something you used nearly every moment you had a RoW and Coeurl ready together. To treat late-SB Monk's use of TK with the same "situational" label rightly applied to it now is dishonest at best.

If you're going to call that situational, then at least do so without ignoring the fact that it was also rotational.
