Considering you couldn't even choose your eyecolors individually and it was based on the face you took, how about we take a step back on this statement and give that some more thought, hm?
It was limited for a long time, yes. Though this is the second time the character customisation has been updated to a major degree in WoW and it's a much older game than FFXIV.
Meanwhile when it comes to FFXIV we've had people asking for additional customisation for years and we're told that it's 'too hard'. Not that it stops the developers from mysteriously being able to change the character model itself when it comes to Minfilia's outfit and 2P's outfit on women.

Well, to be fair the 2b body is just grafted over ours. Like detachable pieces on a mannequin. However, I think they could just do it if they really wanted to, it just doesn't matter to them; not a priority. Random stuff is their priority though, like this thread's allowing males to wear dresses. Literally pointless. They have to fit each and every one of those sets on each and every male body... why? Very few people would seriously wear something like that, and most who do are just wearing it because of how dumb it looks it's funny. It was limited for a long time, yes. I think you are narrowing the skope a bit to far here. I know many people who play male characters who are excited about being able to wear certain female only gear. Not all female gear is dresses, playing as one you should know this. Yes the wedding dress is going to be available, but there are a lot of female only tops that are not dresses that have no reason being female only. I for one am mostly looking forward to being able to use Y'Shtola and Lightnings hair (if and when they unlock mogstation gear for this), but both of their outfits have pieces that I would like to use as a male character. They aren't overly feminine or frilly and would be nice to use for mix and match outfits.Well, to be fair the 2b body is just grafted over ours. Like detachable pieces on a mannequin. There shouldn't have been gender locked gear to begin with, it was never a thing until ARR and people have been asking for them to un-gender lock said items since then. Yes it may be a "waste of resources" to some, but they wouldn't be in this situation if they had just made everything gender neutral to begin with.

Whilst I agree on more customisation options in terms of facial hair would be great to add. And yes we have asked for more customisation options. But at the same time, having access to more glamour items /is/ adding more customisation, albeit in what you character can wear, rather than facial features, but it is one of the things that has been asked for.It was limited for a long time, yes. Plus un-genderlocking gear would take less in terms of resources because the assets required already exist, it's more they're adjusting them and applying them to additional models. Whether it's putting existing image data onto a different texture map or adjusting the mesh and weightings to a different 3D model - though obviously I don' know SE's asset workflow, but from having formerly done 3D modelling as a hobby I can think about how I might do it, and arguably it is easier & quicker to adjust mesh and texture data onto a new 3D model than it is to create new stuff from scratch.
But even then, I'd say it's not that much harder to add facial hair either if you know what you're doing, but I guess it's possible they need people with a different skill set. You don't need somebody artistic to handle adjusting existing assets (just somebody who knows the software and workflow), whereas for adding more facial options, you would. For example, when I did it as a hobby, if I was the guy doing it, the facial hair options I'd add would look awful, texturing was my 1 weakness and my UV mapping was passable at best. It takes a different skillset.
