    It seems to me it would solve most of the bot and RMT issues.

    RMT'ers don't sell tomes or other in game currency because they can't.

    No. If we're going to remove things that people can exploit for money, we might as well remove dungeons and Raids while we're at it and just make FATEs the main draw of the game.
