Because if Apartments do indeed become "Upgradable" then that would upset some house owners. The whole "Why do apartments get special treatment? I should be allowed to upgrade my house just as much as they do" sort of defense and it just becomes another circlejerk of "Wanting what the other guy has."

Let me be clear. I'm all for Apartments getting upgrades, but to a certain extent. I still stand by my point that, for the price of Apartments as they stand, they need to be sub-par and, through upgrading, could become rather weighty. But that comes with the caveat of potentially making an apartment worth more than a Ward House, which is a huge no-no, if SE wants to maintain the demand for ward housing.

To that end, what exactly do apartment owners expect from a 500K price-tag? A mansion? No. That's like going to rent a flat in a wealthy town for like, $500/month, only to be shocked that the flat you're renting has holes in the wall, or a bug problem, or some other issue / feature that hampers just how much the owner can charge you for. You're not going to expect walking into a Mansion for that low price point, now are you?

Like a previous post in this same thread. Smalls used to be 50M, yet apartments have always been 500K. For apartments to remain that price, there needs to be some things it just can't do.
