Include the possibility for apartments to have a private garden, so players can use Outdoor furnishings as well, which would encourage them even more to be fine with an apartment.
1. No. Apartments shouldn't be any bigger than a Small House. No ifs, ands or buts. If they get a size upgrade, every house gets a size upgrade to keep the balance.

2. This one, I actually would be fine with or rather, I agree on. But I remain unconvinced that people would be content with an Apartment Garden, because "It's not a house." or "It doesn't give the neighbor-y feel." Or even the worst one, "people still won't see it."

Sorry, but as someone who lived in a flat for a few years, I can assure you that living in an apartment complex is usually more neighborly than living in a house on a street. It may not correlate in FFXIV, but I'm sure it could be, if there were a common room of sorts. As for the "people won't see it" then, well.

People don't go to the Wards to stare at houses to begin with. They'll go to their house, their FC house or open plots to achieve the former options. I sincerely doubt anyone walks around a housing district, judging everyone's building and general layout.
