Yes, it is against the rules. It's an exploit. It had to be made this way because people were jerks and wouldn't stop harassing people new to the duties.

But they still can watch all of the cut scenes if they do not wish to skip. The only thing they would miss out on would be the boring fight's.

Can you tell me what the rule is that I am breaking then?

This is probably the one it would be filed under:
■Misuse of flaws
"Misuse of flaws" refers to the deliberate exploitation of a fault in Final Fantasy XIV, or manipulating a feature of Final Fantasy XIV so that it does not function as intended, in order to obtain personal gain or cause disadvantage to someone else.
But there is no personal gain or disadvantage to someone else. They CAN do it if they wanted to. They can also not do it if they don't want to. To do the skip is as simple as counting 1,2,3. It's not some ground breaking bug.

It's clear you just want someone to validate your rule breaking here, but there is personal gain in the form of time, so the rule absolutely does apply. If they wanted people to be able to skip it, they would still let people skip it as they did before.

You gain time. A way you can gain time without exploiting poor game mechanics would be to not do the MS Roulette.

It's against the TOS. You can do it if you want but you risk getting banned. It's pretty simple. You don't have to like it just like you can elect not to do the roulette if you find it to be a real problem for you.
