Then they should do this for the female Viera as well while forcing everyone playing one to switch off until they unlock it.

That will require retconning lore. As one of the "deals" with Fran and the "queen" is to take in refugees from Robanastre. Many of who were Viera. (and i guess Bangaa weren't welcome)
But we both know that isn't happening and they have no reason too. Being spiteful isn't going to make people change their minds about this.
