I have a small FC on Gilgamesh and one on Balmung. My home server is Siren where I belong to a FC and don't plan on being the leader of that one and have been a member for years. I'm leader of the two i mentioned, puchased both of them myself and don't plan on designating an alt to be leader so I can buy another. I was just curious if you were talking about restricting one FC per account regardless of server.
And I'm not really sure how you stop people who would designate an alt as leader and then move on to buy another.

Simply apply the same rules to changing leadership as you would to purchase. If the person already owns an fc on the server that has a house, deny transfer of ownership of an fc that has a house. In the case of the leader not signing in for 35 days, the same applies. The ownership will attempt to transfer to a valid character, if there are none, the fc plot is back on the market.

35 days seems awfully short (even shorter then the 45 day time for private houses). I'd be curious what the current time is for leader transfer. Seems to me some people might actually take a vacation for that amount of time.
There are certainly a lot of ideas to add restrictions in an attempt to remove housing from owners by many means. I'm personally of the view that a paying sub is all that should matter when it comes to keeping a house but that's me. I've never been a fan of having to enter the house model.

That's exactly what the 35 days is. They could add a 10 day grace period for transfer attempts to meet up with the 45 day auto-demo timer, but in that special case, literally everyone else in the fc doesn't qualify because they themselves are already the owner of an fc with a house on the same world.
My question is what is the current time period before a FC is transferred if a leader doesn't log in? You're saying it is currently 35 days or is that something you're proposing?
Edit: Appears it's 35 days after googling and reading about it. I wasn't aware that the time was so short.
