I think the issue is that even if Asahi met with an actual genuine accident, Garlemald would accuse us of foul play - and that's likely to be the entire plan from the start. It's why Asahi taunts us with the fact that of course we shouldn't trust him as far as we could throw him, but you wouldn't dare harm an ambassador, would you? And no, we won't because we know it would be a massive diplomatic blunder - and right when the Domans are hoping to get their people back safely, if I remember right.

So either we let Asahi go about his scheme and risk not-thwarting whatever he has planned, or we start an international incident and the Garleans (via Elidibus's scheming) can point their finger at us and say "look, they shot first! They killed our ambassador and ruined the peace deal we offered them!"

But they started an international incident anyway because their ambassador threatened Doma with a "reckoning" and then attempted a false flag operation to start a war. Who cares about Garlemald accusing Doma of foul play if they are just going to attack Doma over any excuse anyway? Their peace offer was made in bad faith and it was obvious within the first few minutes so it doesn't matter what Garlemald thinks, they'll invade whenever they please, but we don't have to let their rabid ambassador run around Doma committing what is effectively terrorism.

If I could control my WoL, I would have eliminated Asahi the moment he exposed his ruse, it was obvious the consequences would be no different then letting Asahi go.
