I'd prefer more intersting downtime aswell but I think for that to happen, they'd first need to adjust the healer kit because simply adding 2-4 new dps skills would cause button bloat.
All three healers have skills that are extremely similar and have the same use, the only reason you don't just use one of them are the CDs of each skill.
Looking at WHM for example:
- CureII, Solace and Tetra are all 700 potency single target heals
- Medica I, Rapture and Assize are all 300-400 potency aoe heals
The only unique skills are Regen, MedicaII, Asylum and Benediction and Divine Benison.
I think it would be really easy to get rid of 2-3 heals by adjusting cooldowns, potencies or addional effects (things like: MedII has its current potency and effect but if target already has the hot it healls with 300 potency instead). And in turn give us 2-3 new dps skills. Maybe a nice combo condensed into a single button, maybe something that can proc an additional dps skill from time to time, maybe something that applies a stacking buff to self that can be consumed for BOOM, maybe an additional dot.
But I doubt they'll want to add additional skills, let alone dps skills, with the current amount of skills already in the game. Also tying anything other than pure dps to them won't happen either because they're careful not to enforce dps for healers and with things like mp management through dps they would do just that.
Though I would certainly love to see some more active resource management.
