Current rules are 1 personal house,1 fc house per character which comes out to 8 personal houses and 8 fc houses on a wold.

Sorry, but you're not quite right there. They did remove the temporary restriction for FC houses after only about a week or so, but the limit of a single personal house/world is still in effect.

So you can have 1 personal and 8 FC houses per world. It doesn't help that their housing minisite has never been updated to reflect this.
