This would make DNC even more reliable on their partner than they are now, except now it would be for personal damage as opposed to raid contribution.

It depends on proc chance in class-mapping table and design philosophy.
The design philosophy here should be about same experience for DNC regardless of partner class assuming they're equal in skill.

If Monk has high dps and has quick rotation, the proc chance can be lower.

On the other hand, Summoner will give you a lot less proc because their attack is not about quick rotation. We can increase the chance here.

The problem here is that if SE did re-balance our partner class, they would need to re-tune the chance in mapping table.

If they did the mistake tuning, It would result in what you describe.
