She is referring to us, even the quests tell you this in game, since everyone knew the Exarch was still attempting to summon the WoL to become the WoD to save the land. The entire trailer was just showing what they were going through while we were still in the source.

I get that, but instead of using saying Until our friend returns, which would indicate that we have already been there, they could have said, until our friend arrives, I will hold the line. Unless of course they are referring to someone completely different. This could be true because, there still is upcoming content.
