Character created Aug 2011 only has 8 leve allowance

You have to visit the leve desk at least once after patch 1.19 to start "banking" your leves. I didn't touch leves for the first 2 weeks after the patch came out, and when I finally went to do some it said I only had 8. After that first visit though it works as advertised. Not sure if this works as intended, but that's the long and short of how it functions atm.

You are correct. This was mentioned in the patch notes for 1.19. We've seen other evidence that some of the data behind FFXIV can make it hard to perform certain operations. If you want something immediate, go buy an item directly from the wards. I imagine this is why players had to be added to the 'new-leve-system' list before they could get allowances.
