Let me give you, and anyone else who doesn't know, a history lesson:

In ARR Tanks and Healers were both in need. You NEVER saw DPS in Need. Tanks were slightly more in need than Helaers. Both have instant queues. The only time there was an issue was finding 8 Tanks and 8 Healers for LotA. They reduced the number of Tanks needed for Raids because of this, and because they aren't needed.

In HW, at the Start, you would see DPS in Need, about as often as Healer in need, DRK reduced the amount of times one would see Tank in Need at first, AST barely affected this. After a while it went back to being Tanks/Healers in need. Though usually Healer > Tank. Healer has instant Queues, Tanks usually do too but occasionally have to wait. Healer balance was a mess in HW.

SB basically the same only as the game became more popular there was a rise in the number of Tank players, or something, because for what I played of SB Healer was almost 100% the one in need and Tanks weren't getting instant queues all the time. Healers had instant queues throughout SB. Healer balance was a mess.

ShB? GNB is extremely popular but with how healers are adding a new one would not have changed much except maybe make DPS in need occur slightly more often? Healers are getting instant Queues. Healer Balance is a mess.

What does all of this mean? It means that Healer has always been in Need and adding a new Healer isn't going to address this.
