Not the person you were replying to, but some considerations:
By reducing ilvl you are slowing the content down. If we assume that things die at the same speed as they would in 50/60/70 roulette due to the adjustments, you're probably shaving 15m off of the total time if all cutscenes are skipped (using Praet as an example here), or adding 15-20m if none of them are (remember that Praet is pretty much boss after boss after boss once you get to them, and bosses die slower typically...whereas 50/60/70 has exactly 3 bosses). By also reducing the rewards to that of 50/60/70 roulette, without cutscenes you're looking at literally half the rewards/minute as 50/60/70, and with maybe a breakeven...but at the mercy of other players all agreeing to not vote skip cutscenes.
By adding barriers to certain currently skipped areas, you're slowing the content down again. This is probably less significant (maybe 2-3m tops), but still adds up.
I like the idea of what you suggested, mind you, but it needs a bit more refining IMO.
