Hrothgar women are rarely seen, yes. The males are far more in numbers than the females and have reached outwards towards other cities. At no point does the lore state the males are rare.

Edit: As for the Helions, you learn about them in the Gunbreaker storyline as to why they are not just in the north. Please don't try to bend lore to purely fit your perspective.
