And *I* feel like you should be able to do *all* content unsynced, Alliance raids included. Give more options, not less.

You can unsync alliance raids. Just need 6 people, 3 parties of 2. Of course, some raids can't be completed without enough people for mechanics.

You just need 3 to enter, but yeah, certain mechanics may require more to actually complete.
