It may come down to their habitation ... habits. I'd find it odd if they precisely mirrored the Viera in their lifestyles, but perhaps the males live in separate villages in their case, some of which were wiped out by the sin eaters... total eradication would be a salient point for an NPC to bring up, but it was not, leading me to think it's not the case. They don't refer to themselves as doomed, so there must be something else going on. Either way, I really enjoyed the foray to their village.

These are Viis of The Ronkan Empire specifically descendants of the royal guard charged with protecting Ronkan ruins secrets in wait of Ronkan allies. It is implied that the Ronkan empire chose the Viis for their long lifespans as one reason for them to take up this objective. These are NOT your average Viis, and all other regular Viis would be referred to as "outsiders". This is a closed off group/tribe in that specific location. Again, these aren't viera, and these Viis are also all the Veena equivalent, there are no Rava to be found. I wouldn't look to deep in the first's lore around the equivalent races; they aren't the same.
On the subject of male viera, one of the sidequests has you assisting in the birth of a Viis child, but they don't allow you to see them. So that has to imply that there are still some males around, and this wasn't mentioned as seemingly "rare" thing either. Male Viis are still around, just not seen by you the player. Similarly, hrothgar females are also lightly touched in the MSQ when you need to activate the golem. How the ronso Magnus lost his wife in a cave in, he says her name, and her name is probably a ronso name, and he was having a child with her. I would assume she was a female ronso aka hrothgar.
