just for everyone to know, the fps limiter is actually a second form of v-sync according to the guy who created the patch, i guess that's the reason people like me with g-sync monitors suffer stuttering when the ingame limiter is on
If SE were intent on capping the FPS they should have at least set it at a level most monitors run at and not at a ridiculously low 90FPS. Most average 120 or 144hz these days at least but we really need an explanation WHY there's such a cap to begin with as many of us have played with high refresh rates since 2.x with no issues. It's also unfair on those who purchased hardware to play the game not to mention that artificially capping the FPS at such a low level is going to cause issues for us such as screen tearing which is visially annoying.
We need an explanation as to WHY this is even happening in 2019 as it just isnt right. Also to note that this is PCmasterrace territory and someone has already developed a fix for the FPS cap within hours of the download going live and this decision whoever made it to cap the FPS far below the average rate of 144hz at 90fps it's going to backfire spectacularly.

I'm going to be really annoyed if I'm limited to 90fps. I have a nice 144Hz monitor and this game runs great at higher framerates.. never had any issue with it.
Counterpoint: Many of us purchased hardware to enjoy the game at it's best level of detail and enjoyment, said hardware also cost's significant amount of money to acquire, not to mention those of us who have the hardware will notice visual stuttering and tearing which occurs when FPS is set well below the monitors actual refresh rate. Change's are also inexplicable and out of the blue and no reason has been given for this. The said changes risk causing performance issues for us that were not there before.I think it is fair that since they are the designers of this game that they should be able to dictate how their games will run and perform. I have not put all this time to progress in this game to use a mod and get myself banned. Seems pretty stupid. Hell I played this game with no issues on 50 fps due to playing it on a very old PC. I know I will be fine with just 90.
Was the reason the cap was set because it caused people's hardware to break?
Then SE doesn't need to do anything because a player workaround isn't intended so they're covered against this if so.
Was it set to prevent cheating? Utterly pointless and only aggrivate's and annoys legitimate players as cheaters and botters are using modified code to begin with, also risks dragging non cheating players into the mess because as anyone know's people on PC can and will make fixes on their end especially when no explanation or justification is given.
We had uncapped FPS to begin with and this just shouldn't have happened not in 2019.
I play on 4K settings and lock the game at 60fps. Scientifically the human eye cannot pick up anything higher than it so I dont see the point in overspending for a 120+ monitor. But thats just me. :P

Look here and at the timetable shown at 14:33.
The best measured reaction time improvement from 60Hz to 240Hz was something like... 37ms. They are 0,037 seconds. 60 FPS is 1 frame every 0,016. That means, even in a 60Hz setting they were shown already two full frames in this time frame.
My blind guess is the improvement made only by the "experience" the player accumulated on doing the test (60Hz first, and 240Hz later). And 60 vs 240 doesn't change nothing in XIV context, where you are NOT required to have 37ms of reaction time on things in order to succeed.
And, best reaction time overall was 227ms, they are 13 full frames in 60Hz. Your eye got enough info to react even in 60Hz.
At the very least they should set the maximum to 144fps, as that's a pretty common refresh rate for people with high spec displays. Even still, this seems really stupid, especially as according to the in-game framerate limiting options my "1/1" limit option for my 2560x1440 144hz monitor is 85hz. It makes no sense.
I heard from somewhere that it was changed this way because of some out of bounds glitch. Why not make the 1/1 true to your actual monitor, that way botters actually need a 144hz or 200+ hz monitor in order to do it, and thus limit the ammount of people that can due to a price barrier.
