No matter what i do... i can not get the game running with 144hz in fullscreen.
The Fullscreen mode only runs with 60hz on my 144hz freesync monitor and i can also not use "Virtual Super Resolution" for upscaling my resolution anymore... they completly broke it.
High refresh rate is not even a new thing, I used 80-120Hz CRTs back in 2000 and we used to get very high FPS in games since they were programmed even more sketchily lol, getting 2-300 FPS in some older games was not unreasonable. I used to forcibly downclock my CPU in order to slow down games.1:There's nowhere near 14 million people playing this game
2: 144 is not new technology i bought this monitor back in 2015 and it wasn't even considered new back then.
3: This isn't to stop rmt and even if it was screwing your legit players to stop hackers is never the okay way to do things (and it would never stop them anyway)
Citing computer safety as an argument too is just laughable, AMD after Athlon XP and Intel after Pentium 3 have all had cpu protection and GPUs have them too though I can't recall off-hand when that was implemented.

85Hz is surprisingly smooth, but I can't get it to 90Hz though, even when selecting it from the resolution drop down menu. It stays at 85Hz. I am not bothered, but I get shown the game runs at 90fps, the monitor/the driver is not having it...

i seem to only get 90fps in borderless windows mode. If i switch to fullscreen mode, i get capped at 60fps
Honestly thats not even accurate, Ill take 90hz and 4k true ultra wide hdr 3840x1600 over 1440p/1080 at 144 anyday. And 60% of the populations eyes cant detect much over 80-90 fps
2019 is the 4k hdr year, not 144 fps.
Regarding borderless vs full screen, and this is for any game, not just ff, you shouldnt be running full screen if borderless is an option. There are always known fps and performance issues running full screen. Most games wont even offer true full screen anymore for that reason. They run full screen borderless window and simply call that full screen when its not.
And if you have hdr, windows 10 to this day is still riddled with bugs running anything in true full screen with hdr. Microsoft is obvlious when it comes to pc full screen gaming because they are on the borderless band wagon too. If you have borderless options always use them.
