It's a difficult issue, and of course we get the inverted problem in leveling roulette - where the lack of ilevel restrictions is probably necessary so people can find a party at all for the close-to-level-cap dungeons.

I wonder whether the game coding would let them implement some sort of shifting ilevel check - if you're Lv50-59 you need X ilevel to participate; reach Lv60 and the requirement goes up, so you need to be well-geared to participate.

Edit: Wait, I'm thinking of main story queue, but the same principle likely applies. The main story dps queue is going down one or two spots at a time but I'm almost never getting the new player bonus which means a lot of people are queuing for it directly for mog tomes.
That goes both ways though. If I'm queuing with a character that can only access the Lv50 raids, I can see the queue in front of me go down slowly as people presumably get pulled into the Lv60/70 raids.
