I think it's a Great idea!
Does this affect Character growth? I believe it shouldn't, because it's fun content deep inside, but certainly it will be a good distraction from the monotonous activities of many of us =)

The custom quests can affect character growth like any other side quest. However Storyline NPCs would not give up EXP. The whole point of this proposal is to have content that we, the players, can create to share with others.
For example, let's say I want to do a storyline event, once a week, that involves a Goblin and a bunch of Garlean soldiers chasing after him!
Week 1 would have the participating players meet the Goblin as he is being accosted by the Garleans, and you rescue him! He then gives you a special item. Maybe a specially-named Materia that does nothing (storyline prop!). He tells you to go see NPC "X" at a hovel. You go to said hovel and learn the purpose of said Materia. You then encounter one of the Garlean Centurions part of the group that is pursuing said materia. Boss battle! Defeat him, get some coolness points.
That's just a snippet, and an example. What do you think? And yes, Star Wars Galaxies made this possible. There's no reason any other MMO that seeks to gain an edge over the market shouldn't include this system.
