"Time and Money" are not valid reasons. I'm sure it's the excuse people will use though. They got plenty of money and plenty of time. This isn't a small indie company.
I don't... think it's just "fixing it" but rather building an entirely new code. Yoshi p said in many interviews that they work around a nightmarish infrastructure. I also agree that they should do that, but I can't measure exactly the amount of work required to do it... Some people say that it's like building the game from zero.
