I higly doubt the asthethician will work any differently. my bet is that they'll be able to change fur

I'm just guessing, as AuRa are able to change their eyes (parts of it anyway). And I don't recall that any other race can do that. So there could be minor changes for teh hrothgar aswell.
And if, just if, I guess one would just be able to change the head of the type you already using.
Like if you're using head A with hair B, maybe you can change to head A with hair A.

Paternity would probably be difficult to ascertain in Viera communities. We're also not quite sure if children are raised by their mother or communally, or if the male impregnates one female or several every time he visits the village. I'd guess the visiting male would just pick whichever teenager just got "discovered" no matter who they "belong" to. I like to think the kids are raised by a group of females until they're old enough to be told apart, but that's really nothing but headcanon.

It does give me THE funniest image of a smol teen Viera being held up by his mother (by the ears or back of the shirt or whatever is more comical and less abusing) just going "But I don't wanna!" when it's time to take him away for training lol

They are grabbing players from other games that required a race like Hroth, as well player base that desired that too.
I think it's just as Lauront said, they just should have increased the budget and Manpower to do a full service at both demands.

What it seems is that the team is overworked to follow their own deadlines to deliver the product.
And as client, it makes me wary of future if this becomes a trend.

In my opinion at least, if hey for some reason decided to go for hrotgar over viera, then they should have done full hrotgar. Either that or just like how you said increased their manpower to get 2 full races

If it's available on a public venue, like a website, I'd say permission to re-share it already exists - and the person who should be exercising common sense if they don't want that to happen is the person putting it in such a format in the first place.

A vast majority of online artists disagree with you, sir. Moreover, unless you yourself are one, your point is moot.

Btw, assuming you think like that, the viera in your signature is also being used with no permission, am I wrong? OP is certainly smarter than you than just use it for the first post without the artist's permission.
