The bigger concern to me is what those "other means" are -- because I know a lot of 70s who do roulettes every day for men/gen tomes. If they were suddenly able to buy i360/390 gear with gil and couldn't acquire the new tomes until level 80, they'd have little reason to use DF for anything more than leveling.

They would typically keep mendacity and genesis gear on the vendor at Rhalgr's Reach, except that you buy it with poetics instead.

You're worring over nothing. This is their third expansion and they know exactly what they are doing. If you don't purchase the expansion, you can continue to do roulettes for poetics and purchase the same gear you currently do. If you do intend to do the expansion, you will get plenty of gear upgrades from vendors, quests and new leveling dungeons. Once you get to L80 there will be some brand new tomestones and associated gear to get with them.
