    A good system would add anyone you report as RMT to a temp black list which gets cleared when you log out or the bot gets banned.

    That's the way it works in WoW. You report the bot, and it disappears from your chat list for the remainder of your login session. Unfortunately, in that game, you usually do a lot of switching to alts, so the bots just pop up again when you log on to a different character.
