At a bare minimum there should be enough plates to cover every job/class in the game, and glamour plates should be attachable to gear sets (without wacky macro shenanigans).
Add this to the list of odd things FFXIV can't do that every other MMORPG can...While I agree that the system needs expansion, we've been told again and again WHY they can't just open it up. Every time we get a few slots it puts a certain amount of traffic and load onto the item servers. If they just opened it up and said lets just let them go till they break it, it'd kill everyones game. I'm also all for an overhaul but I have my doubts as to players actual willingness to wait for new content while the limited resources of the FFXIV team gets devoted to redoing such a core component of the game.
If other games have no such limit at all then it's possible to do, this is purely due to their inadequacy on the server/coding side which can be resolved. That's just to keep it simple, if the stress put on the servers is more then the solution is obvious.
Provide excuses for SE if you want to, it's harder for blizzard to work with a game from 2005 with ancient code than the reverse.
It's irrelevant now though because there are only enough glamour plates to cover roles, not classes/jobs.
So if I want, say, BLM, SMN, and RDM to use different glamours, I can't do that without sacrificing one of my other roles' ability to glamour at all.
There are 10 slots for plates right now:
1: Crafting
2: Gathering
3: Striking
4: Maiming
5: Scouting
6: Aiming
7: Casting
8: Healing
9: Tanking
And then one left over as a flex plate for the fashion report.

I've never played WoW, but that sounds a lot like GW2's system. All gear can be saved to their wardrobe system, without the need to actually keep the physical item. It's absolutely amazing, and my dream for this game.
I'd be quite busy for a long time farming up all the dungeon/raid/seals gear that I've passed on due to storage limitations.
Blizzard really went above and beyond with their transmog system, but with FFXIV's inventory structure as bad as it is I can't imagine SE ever matching it...
We could definitely get more glamour storage and plates though, which isn't the system overhaul glamours (and inventories in general) deserve but it'd at least be a bandaid.
