I think it is too late for the current build. But in 2.0 the main story should be fully voiced(as the current intro, and beginning quest are) along with other important cutscenes like ifrit and those GC speeches etc

This was always the plan from what I remember (Main storyline (which includes GC) will be fully voiced cutscenes, while minor quests would not have it.)

Since they did mention redoing cutscenes as well as new cutscenes in general being better.
