True. Either way, the system is set up to channel a lot of people into those raids, even without anyone deliberately gaming the system to force it to give them instead of something else.
All it takes it one new player clearing Labyrinth for the first time to drag an entire group back there again, and the roulette is naturally weighted to pull you back there again. I'm now fully entitled to run the roulette every day as a Lv51 character who has no choice but to get one of the CT raids, or a 2/3 chance of "Labyrinth or Syrcus" for any group that gets me.
There may be a bit more to the algorithm than that - I seem to sometimes get to the front of the queue and stall there for a while, so perhaps people are getting picked out to fill slots in higher-level raids before we get a full alliance ready to queue.
They're also promoting the CT raids currently, between MSQ and just yesterday a reminder in the login-screen announcements that they've made it easier to unlock by removing the FATE requirement. So it's likely that more people are currently running those specific raids.
I'm not sure how you can tell that people are doing this. I think it's more likely the same reason why you'd likely get ARR duties in leveling roulette. That said, speaking of leveling roulette, this would be why item level requirement should not be added to leveling dungeons until they can prevent people from manipulating the system in such a way.

i have already shown where it is against the rules. and, not only is it against the rules, but this type of behavior is also covered by 3.2 in the URA.
3.2 Disruption. You may not in any way disrupt or interfere with the Game experience of other players, including the disruption of Square Enix's computers and servers.
regardless of which-ever way someone wants to look at it... people ARE abusing this, it should be stopped. as far as people purposely not unlocking further Alliance Raids go... nothing can be done about that. chances are they will eventually unlock them. and even if they don't, i imagine fewer people will have only a few Alliance Raids unlocked than what is abusing this 'trick'.

If cheesing ilvl to manipulate roulette outcomes is against the ToS due to being "disruptive", then people queuing into content as classes after level 30 is the same thing.
Also, this whole GM thing, I want proof. There has never, ever been a case, to my knowledge, of a GM telling someone that another player has been punished, and how. So provide that proof, otherwise...

i don't have to provide proof. it doesn't matter if people believe me on that or not. and it besides the point... proof or not on that claim, it doesn't change the situation that people abuse the roulette.

and true, if you want to play specific content queue for it. however, having to queue for an Alliance Raid in specific to snag your weekly loot is less likely when hitting up the roulette each day.
it really doesn't matter what counter-argument people make. it won't change the fact people abuse the roulette. and it won't change the fact that this has an impact on up to 23 other people that they are grouped with. again, something should be done to prevent abusing the roulette. that is all i am saying.
is there really something sooo wrong with wanting to prevent people from abusing the roulette?
