If cheesing ilvl to manipulate roulette outcomes is against the ToS due to being "disruptive", then people queuing into content as classes after level 30 is the same thing.
Also, this whole GM thing, I want proof. There has never, ever been a case, to my knowledge, of a GM telling someone that another player has been punished, and how. So provide that proof, otherwise...
i don't have to provide proof. it doesn't matter if people believe me on that or not. and it besides the point... proof or not on that claim, it doesn't change the situation that people abuse the roulette.

it really doesn't matter what counter-argument people make. it won't change the fact people abuse the roulette. and it won't change the fact that this has an impact on up to 23 other people that they are grouped with. again, something should be done to prevent abusing the roulette. that is all i am saying.

But it doesn't impact 23 other people, you don't get it. By queueing into a roulette, everyone agrees to accept what result they get. Everyone gets the same roulette bonus rewards at the end of the run, regardless of which raid it is. the issue is that while doing your daily roulette throughout the week, there is a rather good chance you get a raid that is actually relevant to your level of progress within the game.
so, when you go through the week and don't get that, you have to wait for what could be a 30+ minute queue for selecting one alliance raid in particular.
so yes, this does have an impact on others. it isn't right for people to abuse/manipulate the roulette by doing this type of thing.

maybe. there is always a possible solution in that, but i think this avenue has already been explored as a different topic of discussion for different reasons in the past. if i recall correctly, SE wants it so quicker clears can be made. this way, if we do happen to get a low-level instance, peeps can hurry on through to the next thing on their list.If this is true, I don't know why people would even wanna do that. i have played so many MMORPG, and some of them just set up to consume all your time completing daily/weekly task. some are so bad to the point that, by time you do finish, you have only 2 days left to do anything else. one thing i can happily say that hasn't been a problem in this game.
