More healers and tanks would be nice, true. But I kinda like the thought of the melee/range/mage combination for the dps in a 5 person light party Radacci mentioned.
Something else to consider...
This suggestion would make it possible to have a tie for vote kicking in a light party....
As it is, the person being voted on has no say, making it an odd number of participants deciding if they want to continue interacting with that person or not.
Changing it to 5 man light parties makes it possible to have a 2/2 vote.

Trust system will be online for 5.0.
It works for Alliance raids.
3 Tanks, 6 Healers, 15 DPS, leads to shorter queues and often 'DPS in demand'.
I don't see why this necessarily requires a huge battle system overhaul. You could implement it only for new content. Have all existing Dungeons run as 4 man, but have new ones take 5.
There is no 'Light Party' definition, anything from 2 to 7 is classed as a 'Light Party'. Anything more specific than that is merely the requires of a specific duty.
The real reason though, is that the four man party is a classic Final fantasy staple, and WoW has five man parties so we've got to be different from them.
It's somewhat made up for by the DPS that tanks and healers can dish out, being almost comparable to DPS classes sometimes.
I would rather not heal more DPS who stand in the bad spots than I have to.
ties goes to no kick. it's pretty irrelevant to the bigger picture of this topic.Something else to consider...

i don't see how 5 man parties make the content better besides faster queues.
i don't even think you need to rebalance old content if they do it, it's old content, who cares if people can now do it in 8 minutes instead of 15 or whatever.

As others have already mentioned, the issue is that there are not enough people playing as tanks or healers. Two problems:
1) Being a Healer can get boring since we spend the majority of our time doing DPS. And it is a boring 2-button DPS at that.
2) Being a Tank means that we have to know the fights in advance, know our way around the instance and be willing to put up with being attacked by party members if we are not perfect.
THESE are the real problems. If FFXIV can fix these, the queues will dramatically improve.
It would be too much work for too little gain. Just not feasible.
This is sadly true, 4-man dungeons are nothing more than glorified training grounds to get us accustomed to new mechanics that will be implemented into harder content later on. Unless they decide to do something more dynamic with said dungeons, it's just not worth the resources it would take to turn them into 5-man dungeons.

While I do support 5-player light parties, the premise of this argument is silly. DPS queue times are, in fact, quite fast. As a DPS player (BLM), I rarely have to wait longer than 10 minutes for any queue to pop. There is really no need to make changes for the sake of reducing DPS queue times, as they are very fast, relative to every other game in the genre.
