That's the key of it. I know there was a recent Q&A posted which went something like:

What that person said is literally that there is no reason for the floating while barefoot to even be a problem. Cause there is not. They are doing the reverse and there's no problem (making higher heels and condensing legs). They can do stretch the legs that little bit as well.

The bust slider definitely does affect clothing. You can see it on the character creator screen if you equip job gear on a character and then return to the customisation stage.

Seeing how my character goes from completely flat to pretty well endowed depending on clothes, I'm willing to say that if there is some change, it is either restricted to some of the more high-profile sets or is not nearly as significant to make it possible by stretching without dropping the quality of the textures too much.
