It's not a complicated issue at all. They just don't feel like doing it.
The way this games models work is that it plasters one image over another. That's why your in-game character settings largely do not matter. Your characters body type will always be based on the armor you wear. Height is probably the only thing that matters, but I reckon that's done by simply stretching the image of the armor...not a big deal.
Things like breast size however do not matter. Part of the reason why the variables in character creation are so very, very limited.
With the models being like that, there is no such thing as "barefoot" in the game, because the standard shoes are considered it. This sounds obvious, but it's important to bring it up here. Why?! Because that's exactly the whole point of this.
All that needs to be done is swapping that part of the model for a barefoot texture...and voila. There is literally zero coding needed to be done (not counting the rendering process and extraction/inclusion of data done with every graphical change as 'coding' here). Only a texture swap that they do with every single piece of equipment in existence. The only difference is that it would be a texture swap of part of the base model rather than a piece of equipment. But as your example shows, they already modify it with certain footwear. If they didn't and it was fully a model swap, the legs width would have a sharp change at the point the footwear texture starts for any model different than what they take as baseline. Unless that's actually unified regardless of setting, of course...
Worst comes to worst, there is zero difference between making shoes and making "barefoot" equipment. Like there's the "Emperors New" set, having one that replaces the look with bare feet (that are not floating) would be the easiest way out (though a bad one, in my opinion).
Not allowing your character to be barefoot is a thing i see so much in korean/japanese games/mmos. I don't really understand why they make you have these sandals on when you have no boots on.
Its just weird, and i would prefer to have a barefeet option. It would look good for those that like to use a tribal type of glamour or even just a casual beach wear glamour.
Think of this way. The world of XIV is a very dirty, treacherous place. Animal poop on the field, spit and human waste in the cities. Then of course the constant debris from something magical going off. You need those feets protected.
Other games do that. If there is a high heal option your character doesn't get any taller like a real person would. The foot and lower leg are just reshaped and the same height is maintained. Removing the sandal would be like the reverse. The sandal would be reshaped and textured to be the sole of the foot, the top of the foot would be moved down and the leg lengthened.They said if they do barefoot option, we would be like floating because there is some space between the ground and the sole. But I ask, why don't change the ankle's position when going barefooted? It wouldn't be the first time. (And sorry if I can't explain better).
I've been checking and I've seen some different sandals' foot gear modifies the ankle and toes' height position (I'm not talking about the flat-feet thing). I think they could do the same as here, positioning the feet and ankles lower (so the soles can touch the ground) ONLY while barefooted (obviously this would make slighty larger legs, but it would be a minor thing). How to implement this? Well, I don't know. I know it's still a very complicated issue, but I'm just dropping this.

Q. Can you let us have barefoot characters not wearing sandals?
A. If you want to float.
It would still be nice if they could include that option and let people decide for themselves - but then perhaps they know people would complain about how "sloppy" it looks that they aren't standing on the ground properly, and it's easier to not do it at all than face the complaints over the "badly done" version.

What that person said is literally that there is no reason for the floating while barefoot to even be a problem. Cause there is not. They are doing the reverse and there's no problem (making higher heels and condensing legs). They can do stretch the legs that little bit as well.
Seeing how my character goes from completely flat to pretty well endowed depending on clothes, I'm willing to say that if there is some change, it is either restricted to some of the more high-profile sets or is not nearly as significant to make it possible by stretching without dropping the quality of the textures too much.

Still wondering what they're going to do with Viera, because if those near-vertical high heels get overwritten with normal shoes, that's going to look quite odd.

It's harder to compare how the same gear looks with different slider settings, since of course you can't easily adjust your character to see the effect - but it definitely makes a difference. It can definitely be quite noticable on NPCs if they're using gear that I'm used to seeing on my character.
