I'm not so convinced it's a guarantee, but I think with enough feedback they'll add it to the pile of background stuff. Unlike say... Egi glamours though there's a lot of evidence that male Viera would be beneficial, the outcry, the male miqote play rate, etc.
Female Hrothgar looking at the fem-roe play rate probably isn't a very attractive option for them to create, but given the way its been set up its probably both of neither.
Regardless of how corporate the reply is I'm happy they're acknowledging the possibility of changing due to feedback.

If you saw his reaction to the bunny suits for male characters you would know that's something he can get over if enough of his playerbase requests it. he didn't understand why some would want the bunny suits for their male characters, he did not want to give them. the idea made him uncomfortable. but I see males in the bunny suits all the time.

Balancing a race, what is there to balance? I get it it's time consuming making models with different head option, animation and all the gear, I really get it that's it not easy. That's why it would have been better to create one complete race first. Also maybe don't waste resources on things no one asks for *cough* Eureka *cough*. I just think that it was not just a recent wish that we wanted Viera and by that it means BOTH genders. The missing genders might not be off the table just yet.
I can't speak for the entire community, but there seems to be a large part of that is dissatisfied with the genderlocks. Especially on here and on reddit. Even the Japanese players aren't happy with it. Not every person who is unhappy about this even uses the forums for that matter, and others don't want to rock the boat over it. I wouldn't discount that.Theres 14 Million subs in FF XIV right now... and maybe 500 or so people on the forums asking for a genderlock removal Could be miscounting but most of the posts seem to be well mostly the same people. Yeah you're miscounting. 700+ likes on the english viera thread alone. People are talking on Twitter, tumblr, reddit, discord, and other social media. Just because people are being vocal doesn't automatically make them the minority opinion. My observations are, with this much energy from this many people (quite a few of whom started posting on the forums just to voice their displeasure) in just three days, I would say it's quite a strong reaction.
Edit: and yeah its 14 million accounts. That includes free trials that may or may not have been abandoned.

There are about 500k active players if I remember correct? Still a lot. Though I don't think that all of those 500k using forum at all. JP forum, as example, tend to be called "powerful" in term of changing things (for obvious reasons), but in comparsion they are not even near as active as English Forum. (Well, they just do not hassle for nothing usually, so their messages are mostly about main topic). So in terms of minority and majority 500 people on forum is not really small amount (though I am agree it still look hilarious).

The community has sort of shot itself in the foot on this one by going on a salty rampage against the complainers. Last night the forums literally had a 2-1 ratio of "stop whining" threads to actual complaint threads. If Enix did look here for feedback they'd have seen a wall of "no! stick to the Looore! it's fine! burn the entitled!".
It also show that the company isn't rock headed (something both sides should take into account) and values opinions on both sides. Even though a "wtf I'm unsubbing" is overreacting and no company will take it as a serious threat, it does show them that genderlock has triggered strong feelings which they can consider and weigh up with other opinions.
The best thing we can do is stop fighting among ourselves or worrying about what others say or feel and simply put our own unbiased thoughts down.
