They've told you exactly why. They established 14s Viera lore with the release of 4.5. It just so happens to be similar to previous Viera lore in the series. Assuming that Hrothgar lore has to match the Ronso lore from 10 is foolish, especially when they haven't even established them in the 14 universe yet.
Better question, why is it that they followed previous Viera lore, and are not following previous Ronso lore? For what reason is the distinction made?

Personally just holding onto a sliver of hope that they'll surprise us with the races not really being gender locked. Or at least some mention of them opening up in like 5.2. Kinda annoying if that's the case but maybe they just need a little more time? Or could be that denial and this is indeed cemented. I'm with everyone else on how this is a one step forward, several steps back kind of deal.

You can't cite lore as a reason to not include male Viera or female Hrothgar. SE writes they lore. They can write it differently.
Consumer feedback is critical for improving any product. White knights defending flawed games permit the devs to be complacent, contributing to a game's compounding problems. You've already seen this play out with the bloating of the cash shop, the glamour situation, and the crushing pressure of inventory management. If you love a game, you need to feel free to let the devs know when they've made a mistake. White knights, on the other hand, kill good games.

Because I wanted to see Male Viera, and not Who?thgar.
I hated that they made a suspense for Male Viera just to not add it at the end, and to show a mishmash of roe+au ra.
I don't know how to make it any clearer to you. In terms of Hrothgar, they are not "breaking" their own lore. Hrothgar do not exist in 14 yet, we don't know anything about them in 14 besides what they look like. In the lore of Final Fantasy XIV, Hrothgar are completely new, and can be any gender, colour, etc, that SE decide, because this is 14, not 10.

Highly unlikely this is the case; they went out of their way to assert it was gender-locked in a slide prepared just for this occasion. The door is shut, intentionally so.Personally just holding onto a sliver of hope that they'll surprise us with the races not really being gender locked. But FF14 is a unique game. They made the lore that way. They could have easily have written male Viera into the FF14 lore, even regardless of lore in other FF's.

That's if they go that route - so what? So either they're a repeat of Gelka - which was bad - or they're gender locked because they didn't want to add a full race and citing lore as the reasoning. I'd be less peeved if they simply mentioned time constraints, but lore? So which is it? What are they going to do? Both are bad.I don't know how to make it any clearer to you.
