Gender locked race?

I really wonder what aspect of Japanese culture makes the male devs not want to design bunny male anything. Like it took them that long because I guess it was hard to get the devs to want to jump on it. I'm assuming if there's no male Viera it would have to be the same cultural idea.

To add to this:
We are talking about that one culture that has the weirdest ideas, kinks and what not.
Theyre acting like the most innocent, pure school girl.
