Well she is being tormented by frequent Echo flashbacks showing her how much of a horrible person she was (or other things, depending on who she meets) and she knows for a fact that her actions were not what won her peoples freedom.

She should, at the very least, be imprisoned for the rest of her life. Instead, she gets to go on adventures with Arenvald while occasionally having reminders of her past misdeads.

Fordola is a monster, and the game keeps asking us to, if not forgive her, at least condone her.
