Rescue sees pretty regular use in high end organised play and it can be a great optimisation tool across multiple turns, particularly with regards to teammates that don't have a gap closer of their own.
In pug play I mostly use it to reposition people that are evading my heals and bubbles frankly. The game's net code and latency is such that using it to pull people out of AoEs needs to be done quite a bit in advance, so meh to that.
As a griefing tool? Eh, the cooldown is so long that it's not particularly abusable, not to mention that it gets blocked by other movement abilities and stuns. If it had a short 30 second or less cool down I'd agree that there was a lot more potential to ruin someone's raid with it. But as is. Meeeh, what's the worst that a trolling healer can do? Get you a vulnerability stack in 24 man? Cause a clearly identifiable wipe in an 8 man?
It's a novel and interesting tool that actually has some use. Let's not look to ruin that please =(
