Technically speaking yes, as Yugiri was the first reveal as she is female.

But from Tokyo Fanfest on their full reveal...no?

But to further explain. Yugiri wasn't even completely done yet - she was a modified Miqote till the concept was fully done, and you don't get to see her face till 2.55 iirc.
