Called it. I had a suspicion they would lock spells (especially primal ones) behind atrocious RNG given their tendencies (especially recently with Eureka). This isn't glamour/mount/optional fluff either; I can't help but shake my head in disgust that they would gate a job's toolkit behind whistle/fife levels of RNG. Even if you want to shield it from criticism with the "limited" status they slapped onto it to justify how absurdly low your chances are of learning the spell, doesn't make it any less frustrating that your ability to have a job's completed kit practically boils down to the most recent EX primal's mount drop rate (that includes seeing the drop and outrolling all 7 other people).

What gets me even more is the fact that they're probably looking at all the activity of the ARR primals right now and considering the whole thing a "success;" not unlike them sticking SB's relic in Eureka and being surprised that Eureka saw more participation than they anticipated or seeing an increase of PvP participation during the Garo event and thus the Feast chat ban is a big success.
