Maxima might be an option.

Did he use a gunblade at all though in the Burn fight? I forget if he actually fought/is even a combatant.
I'm guessing it'll be a new character. Job story characters usually don't have roles in the msq, at least not during the same expansion, at least not in big roles. Estinien had a small presence in the SB msq but you don't actually run into him during it, and he was absent from the HW dragoon quests. And I hear Hilda was in the SB MCH quests, but not in the HW ones where she had a msq role.
I wouldn't expect anyone who has a big role in Shadowbringers msq to be a major job quest npc.
10charactersIt'd make much more sense to learn how to wield a Gunblade from an actual Garlean. One of the Populares, perhaps.
BLU level 50 Quest:
Whastrach is a straight up antagonist after a certain point, given that it turns out that the only reason he saves the Whalaqee is so he can scam them into signing over legal rights to their sacred grounds as ceruleum is located within them. Earlier on, he also straight up admits that his ceruleum ends up in Garlean hands just as often as Eorzean.
Just reached this point... guess I am a bad judge of character lol
If the job is similar to RDM and SAM in that we just need to reach level 50 and beat ARR, the teacher could be another Garlean defector who works in Ironworks, possibly a former military instructor or weapon designer. Might even poke fun at the Garlean's habit of putting guns on everything
if the job requires us to have beaten Stormblood, could be a Populares member who joined Maxima to retreating to Ala Mihgo, spreading Garlean culture and knowledge to those willing (us) would seem like Populares MO
Just putting my 2 cents in this coin operated opinion machine
Well, in theory - the Domans that had to serve in the Garlean military returned by 4.3, right? So we could have one of the Domans that learnt the use of a Gunblade during his military time.
I'm taking Lore way too seriously. And I'm not sorry about that.
It would be funny if it was Nero and yes his weapon of choice was a gun hammer. Yet didn't he use a gunblade in the first part of Omega?

If thats the case, then it would seem that the gunblade is an extremely common weapon of choice. Meaning that the closer we get to garlemald, the more options we have. My thinking is that it will be a brand new character as well. I can't think of a single new job taught by existing NPCs. The reason for this is that it limits them in terms of MSQ. Yugiri was made out to be the NIN trainer, but she had nothing to do with that questline, same with gosetsu and SAM, and Alisae with RDM.
A goblin should be the gunblade teacher
