Totally deliberate.

Montblanc recognized him as Cid, although to be honest I didn't actually see him pre-transformation, so I don't know if the resemblance was that uncanny. In the cutscene after the raid when we see all the Ivalice people, Cidolfus looks slightly different to "Marques", but that might be because of the lack of goggles.

(MSQ-related)

The game does at least address this if you talk to Aymeric during the recess.
I did read that, but it honestly felt like one of those little dialogue bits that try to handwave some odd plot hole into making some retroactive sense. Mainly because in the cutscene itself, Aymeric didn't show much, if any, reaction to Varis's prodding. And during the Hraesvelgr talk, Aymeric brought up his father himself.

However, it has already been established that Aymeric apparently becomes emotionally compromised regarding Thordan VII. When Aymeric heard about the truth of the Dragonsong War, he went directly to his father and so the Vault dungeon happens. I would imagine that this would have taught him to be particularly careful around this topic, but apparently like Merlwyb and the question of Lominsan treaties, this has not stuck.

I mean, Aymeric is now the leader of the House of Lords of Ishgard. I can absolutely believe that his political opponents would have brought up his parentage as an attack before. (The 3.x MSQ and 60-70 MCH questline indicates that Aymeric is not all-beloved in Ishgard's political class, and questions of parentage are common insults in Ishgard.) And if he hasn't considered it as a possibility before, he really should have been briefed to watch out for it before this very important summit.

I almost believe there was some sort of Stupidity Field Device installed in that tent that causes every non-Garlean to fumble with what really should be second nature. Nanamo ended up being the most adroit; I really want to see how Varis vs Lolorito in debate would look like.
