I've been told that's only the case for roulettes.
If you're queuing for a specific duty, the game will still only recruit members according to your language settings. That's my understanding of it anyway.
No, the language selection is still there: Under the little cogwheel icon > Language.
Details under the settings say the following:
Check the boxes of the languages you are comfortable using.
The * indicates your current client language setting.
*This setting is shared in all duty matching.

I found where I did read of the ignore:
On patch 4.05 "To further improve matching speeds for Duty Roulette: Leveling, Duty Finder language settings will now be ignored."
So, it happens only for leveling roulette, it seems.
What? Why has no one tried helping Original Post yet?
Use party finder, set it to undersized, slap "bonus" in the description and watch your queue's go from a ticking timer to a full party!
Queue'ing story content is not the way to go as you have seen. Use party finder every chance you can. Going undersized and having bonus in the description is a sure fire win!
Um... we did? Several people offered direct advice.
Changing language settings for the duty finder is the number one way to improve queue times when you're an English-speaking player on a Japanese server.
It's prettymuch mandatory if you want to use DF and don't want the overlong queue times that the original poster talked about encountering.
I normally do MSQs as a healer or a tank so I never had any problems with queue times. I would recommend finding someone, friend, FC or whatever who can party with you and queue up as a tank or a healer.
