I think their biggest mistake was to present it as a "job" even if it is called limited.
In that case, it means that the penatly won't be applied if you leave after replacement arrived or when joining an in-progress duty, since you won't be the first to leave the duty.
But, wasn't the penatly created to prevent people from bailing off duties they don't like ? Now, you could do that freely everytime time you join mid-duties.

Now that I've read them, I'm really confused as to what the point of BLU even is. With other solo content such as crafting, there's a point and a reason to do it. But BLU? Fight enemies and learn new skills you can't use anywhere besides open world and the masked carnivale?
