In that case, it means that the penatly won't be applied if you leave after replacement arrived or when joining an in-progress duty, since you won't be the first to leave the duty.
But, wasn't the penatly created to prevent people from bailing off duties they don't like ? Now, you could do that freely everytime time you join mid-duties.
