You can be banned for cussing? You most certainly can. Swearing is strictly against ToS. You can be banned off of forums for far lesser things.
As for the original poster...If you can't control yourself then the problem is a trait you possess, not the system. People that are quick to anger and cannot control their emotions in real life aren't allowed to have guns and can be banned from working with children or in certain institutes (like a hospital). It's on you that you are ill-suited to an MMO.
What I can suggest is to turn off all chat. Sorry. If you cannot control yourself based on what's being written...then make it so you cannot read it in the first place. Limit yourself to Free Company if you trust them. Even if you slip up, if they know you they may wave it and not report. No report, no ban. There are people that have different mental health problems than you, ones where they are emotionally wounded by being attacked and your outburst can cause them actual harm. That's why you can be banned for what some people consider "lesser stuff", among others.
If you want your mental condition to be considered by others, start by being considered of those that those others may have.
I guess people don't mind me cussing. I add it to my regular chat in game.

If you can't control yourself and the result is repeated action from the GMs...seek help. I'm not being rude or sarcastic. I'm serious. Guessing it's not just an issue in game. It's hard to sympathize with someone who knows they have a problem but are clearly doing nothing to address said problem. Everyone has rules to follow. You are no different.
OP you say you have some sort of mental issues and it makes it difficult to deal with people to the point that you're easily provoked. I am not going to tell you to just stop getting easily provoked because that's not how any illness works. You can't just will an illness away whether it's mental or physical. Getting control over your health can take a lot of time and therapy.
But with that being said, if your mental state prevents you from keeping your behaviour in check which then means you get reported to GMs to the point of almost losing your account...then you need to stop playing multi-player games. If you're as easily goaded into provocation and you imply, then you don't have a suitable mental state for multi-player games. At the very least you really need to take a break. Step back for a while and reboot before you try again.
I'm sorry to say this but the position you're in now leads me to think that in this instance the problem is you, not SE. They're are not going to change the rules of social etiquette because 99% of players can abide by them just fine without issue. The gain in changing them would be so tiny it's frankly not worth their time and money.
What you could do, after a very long period of good behaviour on your main account, is appeal the status of your account. I have no idea if SE would look into it but if you are able to prove that you can play for a long time without causing trouble they might lift some of the strikes from your account. I estimate you would need at least six months of good behaviour.
But this cannot happen without some change on your end. You need to take a break, maybe find other people to play with if they're part of the problem, or even go to a new server and start fresh. Some changes in real life are needed as well. Get some professional help if possible. Just continuing as you are now will doom you to losing your account.
Even if SE did change the rules this won't stop your mental issues causing road blocks and confrontation elsewhere in your life and in other games. Changing the rules would be little other than a band-aid fix for the true heart of the issue. In this case the change needs to come from you, not SE.
There’s a difference between asking for empathy and demanding a change because one doesn’t want to change themselves. Impulsive behavior can be controlled—it just seems like the OP isn’t opting to find a method to control it.

It does happen in game as well, but I don't think as often as anyone might think, since some of them aren't always directly aimed towards someone as an insult, but mostly when something bad happens by mistake (i.e. when someone misclicks or accidentally does the loldragoon and dies).
Well, since they haven't replied in a couple of pages I am going to assume that they got banned... again.
As someone stated earlier, having mental illness does not mean you get a free pass for repeated undesirable behavior. Being an addict doesn't grant a free pass either, nor does possessing neurological issues such as tourettes. And if OP doesn't want to bother putting in effort to improve their behavior & self-control, doesn't want to be an adult (which a 28 year old is) and accept responsibility for their behavior, then they deserve their perma ban from the game. Each time you're not perma-banned from the game means that you've been granting an opportunity to improve your behavior so that it doesn't happen again. It's your own fault for not taking the opportunity to do just that.
But based upon OP's posts, it sounds like the punishment system is working as intended.
I LIKE the fence. I get 2 groups to laugh at then.
This was a delight to read.

It can happen ingame as fast as here, you just need the right person that can read the chat and reports you because he feels offended. If i recall right someone got even banned for following someone and standing in this characters hitbox.
That's generally why I don't curse unless I'm with friends. They do it too and pay no mind. I can curse to myself in real life all I want otherwise...and I do. lol Usually when people are being unintelligent.
