Are Blizzard II, and Freeze useful at all?

Bliz II has its usefulness and if you’ve played BLM long enough you’ll know when to use this skill.

Please explain what uses this skill has? Because the only use I can see is that we don't jump directly from Blizzard 1 to Blizzard 3 without a 2 in between. Break, Sleep or Freeze are better crowd control skills in any case - and crowd control is almost useless in this game.

The damage is lousy and it is a melee skill, you lose uptime when you move towards the enemys, and you get still hit when you stay in range of the bound enemys, so you lose uptime when you move away from the enemys... and the bind effect lasts only for 8 seconds anyway.
